From what he has been talking about its the ones who make $125k or more per year. Now if you are laid off, and you income does not meet the above amount, he consider it as low income families. He does not bother them at all because that leaves the family in a totally different income bracket. Middle class had been hit hard with taxes while the higher income families begs for tax breaks. Especially small businesses, they can barely make money and can't afford to offer their employees benefits. If you ask me, I think low income families falls under the State rules and regs.
