I have this card and it's cousin the Salute Visa. I'm in the process of rebuilding my credit after a nasty divorce. I've spent over $5,000 in the past 4 months trying to repair years of damage. So I'm just thankful that someone out there is giving me a chance. After being told "No" so many times, When someone finally says "Yes" it feels good. As for the fees and high interest rates ? Hey, that's the price I have to pay to reestablish, Credit is a business and you have to spend money to make money. Everybody wants something for nothing, but the world doesn't work that way.
