xboarder56's review: Rebuilding credit and thought this would be a good way to go seeing it said "This card is intended for consumers, or "personal use" with poor or limited credit histories and a FICO of 450."

Yes, the FICO score is a big factor, however other considerations exist as they mentioned. The score is no guarantee, however it is a good starting point when choosing a card.
As Wanderer stated, patience is required. Little steps lead to big ones.
Card details also state: "There are a number of other factors that this issuer may also consider when making decisions for approval."
