jpr0204's review: This is my fiancee's card but I will be conducting the review.
Got this card a couple of years ago. APR is a bit high 15.9% on purchases and CL is $1,000. Have never been given a CLI on this card but, then again she never asked either. Hadly use the card but keep it for emergencies. That's really about all there is to say on this card. Just a BLAH average card.

This card equals a good starter card. Capital One based on postings is not known for growing with most people (some exceptions). Good card to say goodbye to.

Capital One has a high turn over rate because of this. My account is an exception. It was my first card in 1998 $300 limit and 19.8% fixed APR. Over the years, they gave me several credit line increases, lowered my APR twice and upgraded the card from Standard, to Gold to Platinum No Hassle Rewards. The card now has 10.9% fixed APR, $10,000 credit line and is Platinum. As Wanderer said, my card is an exception; however, card companies want to see that the cardholder is using the account. If the account is not used, there is no reason for the credit grantor to hand out higher limits.
