This card is perfect for those seeking to establish or rebuild their credit. One of the main advantages is that you can pay your bill using a debit card. The only bad thing is that you can't use the card outside the United States. So if you are traveling to an US Territory (like Puerto Rico, the US Virgin Islands, Guam, or to a foreign country), you won't be able to use the card.
The interest rates are quite high, but the card does help you to rebuild your credit. Therefore, if you have little or no credit, and you will not be traveling outside the United States, this card is perfect for you.

Nice review, this is very important because when someone do decides to travel and is depending on this card for purchases, they better think twice. A new thread should be started with a topic like this. Give it a try, we should be aware of which cards are not accessible outside the US. Never heard of this... The VISA or MASTECARD on the card is suppose to work worldwide... Guess that's not true.

According to Plains Commerce Bank, the Total Visa Card cannot be used outside the 50 states. If anyone attempts to use the card outside the USA their account will be closed.
My 716 credit score is not good enough to get an unsecured credit card here in the US, even when I have never had delinquent debts. I even paid college in cash in a very short amount of time.
Last week I applied for a Hooters Visa Card and I was hoping to get approved. I know they checked my credit report for I am subscribed to one of the Credit Bureaus. But, I have not heard from them yet. I guess they will reject me since my job requires me to make frequent travels around the world (thus the reason why I don't need to get so much in debt, and when I do, I pay outstanding debts before departure).

Actually Have A Question...... on 2009-03-30
I just got approved for this card last night, I filed bankruptcy a year ago and I was trying to find a card to help rebuild my credit, after doing some reading, it looks like I finally found my card. I called them this morning just to make sure everything was still going through ( since it didn't give me any information ) and they said it is pending identification.
I guess my question is, what is a typical starting limit on this card? Did anyone have any problem receiving the card after they were approved?

Congratulations on getting approved the card. Plains Commerce Bank most likely will issue you the Total Visa Card with credit limit of $250.00. At first, you will not have much funds available because of their fees.
Keep in mind that the fees will be high. But the important thing is that you'll have a valid credit card.
One thing I found useful with this card is the ability to pay through their website using a debit card. This is highly effective for keeping a good credit history.

As of Nov. 15, 2009, the Total Visa card is now issued by by Mid America Bank & Trust Company Inc. Which allows for the Total Visa Card to be used anywhere in the world.
Total Visa Card low minimum monthly payments can help you increase your credit score easily, provided that you pay on time. And since you can now use it during your travel around the world, the card is even better for customers thanks to Mid America Bank & Trust Company Inc.
NOTE: Make your monthly payments on time, and you'll see your credit score increase quickly.

I called to inquire about this last month, and was told there is currently no available website as of now, but they are working on it to be available in the near future.
